Electronic Commerce and Cyber Security and Cyber Criminality specifically ascertain that
contracts cannot be denied enforceability merely because they are concluded electronically.
The e-GUCE digital signature development was finalized in January 2015 and is the first secure
platform that is integrated with the Cameroon National Public Key Infrastructure (PKI). GUCE-
GIE is now a PKI Registration Authority. The e-GUCE SW has integrated the digital signature

Implementation Process and Progress
The Single Window in Kyrgyz Republic, called TULPAR, has been created in 2009 and the
electronic platform is operational since 2014. It has been developed in several phases:
2009-2011: Preparatory work, creation of TULPAR, pilot IT system;
2011-2014: Phase I: Tendering, development, testing and production of platform;
2014-2016: Phase II: Analysis and design for re-design.
The Single Window project started in 2006-2007, with a trade facilitation survey conducted in
cooperation with the Gesellschaft für Internationale Zusammenarbeit (GIZ) and USAID. A
Trade Facilitation action plan, adopted in 2008
66
, included a Single Window as a
recommendation. The Kyrgyz initiative was a precursor in the Central-Asian region.
In 2009, the feasibility study for the purpose of establishing the Single Window was approved
by the Government and the Centre for the Single Window, TULPAR, was set up in August 2009
by a Government decree. From thereon, TULPAR drove the preparatory work with support
from donors such as GIZ and USAID. This included the feasibility study, a matrix of
requirements, and legal documents for the creation of the Single Window enterprise.
To increase the understanding of Single Windows, three study visits were undertaken; in 2009
and in 2012 to Senegal and in 2016 to Malaysia. GIZ financed a IT pilot system covering 6
agencies to overcome doubts of stakeholders.
On-going Evolutions Planned and Executed
The IT system became operational in 2014 and has not been changed since then. TULPAR
focused on scaling the system by bringing more specialized state agencies and their
procedures within its scope. The majority of resources, including Human Resources (HR),
