In the
Eleventh Malaysia Plan
, the infrastructure development falls under its fifth (out of six)
strategic thrust, which is “strengthening infrastructure to support economic expansion”. This
thrust aims at ensuring the access of the people to essential amenities and services such as
transport and communications. It believes that better integration of different transport modes
will create seamless movement for people and goods. An efficient infrastructure will lower the
cost of doing business, which in turn improves national competitiveness and productivity. The
focus area of the transport sector is:
building an integrated need-based transport system
unleashing growth of logistics and enhancing trade facilitation
In 2010, the
National Transformation Policy
(NTP) was launched to implement the New
Economic Model (NEM). NTP is a set of high-level strategic priorities of the government broken
down into concrete interventions.
