A country with high income can have good agricultural statistics (green box) and a country
with low income can have poor agricultural statistics (red box). This is the expected scenario.
Therefore, the countries in the right diagonal going from the red box to green box support the
hypothesis that as income levels increase, more resources are available and statistics will
improve. The countries in the left diagonal, going from yellow box to purple box, indicates the
reverse. As income levels increase either because agriculture is less important or the country
loses interest in agricultural statistics, the quality decreases.
A careful observation of Table 40 can imply some policy recommendations regarding regional
cooperation:
Countries in the bottom left corner require serious capacity building, but do not have the
resources to finance it. The countries in the light red box also face the same problem being
unable to finance a capacity building activity. So, this is the group which would need donor
support.
Turkey is in a position to provide both financial and technical support to conduct capacity
building in the area of agricultural statistics. The countries in light green boxes are countries
which can provide limited technical as well as financial support. These countries will, at least,
not require any financial or technical support.
The countries in the dark purple box at the top left corner require serious technical support
and can fund it. They also act as candidates for donor support to other countries. The countries
in light purple boxes also require serious technical support but do not require external
financial resources for the costs of capacity building.
The countries in dark yellow box at the bottom right corner are countries which have the
capability to provide technical assistance to other countries, but do not have the luxury to do it
for free. They will have to be financially supported. The countries in light yellow boxes are
countries that have good agricultural statistics but poor financial resources. They will not need
significant technical support and can even provide technical assistance if funds are provided.
