CREATS used a transport model - key issues from this model were:
 A TRIPS transport model was built for this.
 In 2002 average travel speed was 18 kph.
 Target year was 2022.
 Tested various scenarios (Do Nothing, Do All proposed transport measures (eg completion of
all Metro lines, Urban Expressway construction, new flyovers at congested points) and then
Scenarios A, B and C as options. If all projects were implemented then the target was to
maintain the 2002 average speed by 2022.
 However, based on Al Azhar University recent surveys the 2015 average speed is less than
10Kph.
