National Center for Transit research (2014) also suggested that a contemporary transportation
planning process has the following characteristics:
Context-sensitive: looks at the broader context rather than focus on solutions within the
right-of-way, a single roadway, or a few intersections;
Holistic: identifies transportation solutions that address broader land use issues and
integrates land use and transportation for long term viability of a corridor and community;
Collaborative: forms intergovernmental partnerships to identify and implement strategies
that leverage the full value of all infrastructure investments; and
