At the same time, existing (sub) regional legal frameworks may hinder electronic
exchange when they prescribe a paper-based procedure. This is the case for the
WAEMU regulatory framework for the Certificate of Origin, which needs to be
presented in paper, and requires a specific colour of paper and colour of stamp as
authentication marks. Such requirements are not adopted to electronic processing and
need to be revised.
