The ETI illustrates an important fact that, customs administrations and export import
procedures in most of the developing countries and the LDCs are not performing well.
They need to improve such practices. Some of the developing countries, through
implementing sound policies have increased their rankings. For example, Qatar moved
from 102

place in 2008 to 44

in 2012 in the field of Efficiency of Import Export
Procedures. Similarly, Bahrain moved from 43

place to 12
th
in the same period in the
field of Efficiency of Customs Administrations. On the other hand, in 2012, some of the
countries moved behind their performance in 2008. For example Burundi moved from

place down to 128

in the area of “Transparency of Border Administration” during
the given period.
Another interesting indicator is the Trade Facilitation Indicators (TFIs), which is
