The different phases 1 – 3 serve only as an arbitrary classification of COMCEC Member Countries based on their economic
development, current state of the agricultural sector, and their ability to import and export agricultural commodities. It is by no
means a statistical classification nor a proxy for self-sustainability of countries. In addition, countries in phase 1 and 2 can easily have
a leading position in one or more agricultural commodities. Therefore, in general, it serves as a framework to analyze what type of
FDI would be most required.
