The radar charts are created based on the responses of the Member States to the questionnaire.
The answer of each question is in the form of a likert scale (1 to 5). Every part (for instance
Political and Legislation) contains several questions. The value per part (which is presented in
the radar chart) is the average value of the questions that belong to the particular part.
