On the demand side, price reduction and infrastructure deployment have eliminated key

barriers to adoption. The most important lesson learned so far from the Saudi case is that once

the affordability barrier is eliminated, other obstacles emerge as being key to be addressed,

such as digital literacy and the development of local Internet content and applications. These

issues need to be addressed by the government to enable greater use of the Internet and

achieving its derived envisioned benefits.
